    Using network centrality measures to manage landscape connectivity

    We use a graph-theoretical landscape modeling approach to investigate how to identify central patches in the landscape as well as how these central patches influence (1) organism movement within the local neighborhood, and (2) the dispersal of organisms beyond the local neighborhood. Organism movements were theoretically estimated based on the spatial configuration of the habitat patches in the studied landscape. We find that centrality depends on the way the graph-theoretical model of habitat patches is constructed, although even the simplest network representation, not taking strength and directionality of potential organisms flows into account, still provides a coarse-grained assessment of the most important patches according to their contribution to landscape connectivity. Moreover, we identify (at least) two general classes of centrality. One accounts for the local flow of organisms in the neighborhood of a patch and the other for the ability to maintain connectivity beyond the scale of the local neighborhood. Finally, we study how habitat patches with high scores on different network centrality measures are distributed in a fragmented agricultural landscape in Madagascar. Results show that patches with high degree-, and betweenness centrality are widely spread, while patches with high subgraph- and closeness centrality are clumped together in dense clusters.     Assessing Policy Issue Interdependencies in Environmental Governance

    The ability to effectively resolve complex environmental problems hinges upon the capacity to address several different challenges in concert. These challenges, what we refer to as policy issues, often relate to one another - they interdepend. Policy issue interdependency has been extensively theorised in the literature, yet few methodological approaches and little empirical evidence exist to translate the concept of policy issue interdependency to the on-the-ground realities facing policy actors in specific cases and contexts. We build from previous studies to develop a methodological procedure that investigates policy issue interdependencies in ways that take into account what measures and possible solutions policy actors have at their disposal in specific cases for specific environmental problems. By applying our methodological procedure to a case of water governance in Sweden, four insights emerged. First, validation by stakeholders confirms that our procedure produces reliable results. Second, we find that many, but certainly not all, policy issues are interdependent. More specifically, different patterns of policy issue interdependencies are associated with the biophysical and the governance spheres, respectively. Third, our results suggest that policy issue interdependencies are most important to consider when the overall level of interdependency is moderate. Last, our study raises new questions about policy actors' perception of policy issue interdependencies. In particular, a key question for future research would be if reinforcing (win-win) or counteracting (trade-off) interdependencies are easier to comprehend and act on for policy actors

    A diagnostic for evaluating collaborative responses to compound emergencies

    The burgeoning literature on compound disasters has advanced the understanding on the causes and drivers of multiple hazard events. Yet, so far, this literature has provided limited insights concerning how multiple hazard events, triggering compounded emergencies, challenge emergency response systems. Here we develop a diag-nostic to assess specific challenges facing response systems when confronted with spatially and/or temporally compounded hazard events. The diagnostic comprises three elements. First, compound emergency scenarios are defined based on biophysical links within and between communities, and/or temporal overlap between haz-ardous events. Second, by drawing from recent public administration literatures, we develop a network-centric model of an emergency response system consisting of actors, venues and functions. Third, we formulate a set of diagnostic questions to specify whether and how compound emergencies challenge response systems. These advances together form a diagnostic tool for researchers as well as practitioners to identify potential weak spots in emergency response systems. The diagnostic also helps assessing what cognitive, preparatory, and planning capacities are needed to ensure more effective responses to compound emergencies

    Integrating Conservation and Sustainable Development Through Adaptive Co-management in UNESCO Biosphere Reserves

    Integrating conservation and sustainable development is difficult, but organisations charged with this mandate must move forward with implementation. Adaptive Co-Management (ACM), an approach that brings together the learning function of adaptation with the linking function of collaboration, has been identified as a promising way to enhance the effectiveness of sustainable development without compromising conservation efforts. We examine four UNESCO Biosphere Reserves (BRs) to better understand the extent to which they exhibit characteristics of ACM integrated conservation and sustainable development and gain insights into how they do so. We find that the BRs we studied in Canada and Sweden undertake a substantial number of activities strongly oriented towards integration of conservation and development objectives. These activities involve a wide variety of actors in both on-the-ground implementation efforts and decision-making activities, create novel spaces for interaction among participants which contributes to their bridging ability, and draw on social networks, available assets and individuals' contributions to enable actions in pursuit of their integrative mandate. Insights into these activities and how they were undertaken can offer lessons for future practice and research within the World Biosphere Reserve Network, as well as conservation organisations more broadly. Although we demonstrate that significant efforts are being made towards integration of conservation and development, we nonetheless suggest that further studies should explicitly investigate if and how such integration actually lead to more desirable social and ecological outcomes

    The social structural foundations of adaptation and transformation in social-ecological systems

    Social networks are frequently cited as vital for facilitating successful adaptation and transformation in linked social-ecological systems to overcome pressing resource management challenges. Yet confusion remains over the precise nature of adaptation vs. transformation and the specific social network structures that facilitate these processes. Here, we adopt a network perspective to theorize a continuum of structural capacities in social-ecological systems that set the stage for effective adaptation and transformation. We begin by drawing on the resilience literature and the multilayered action situation to link processes of change in social-ecological systems to decision making across multiple layers of rules underpinning societal organization. We then present a framework that hypothesizes seven specific social-ecological network configurations that lay the structural foundation necessary for facilitating adaptation and transformation, given the type and magnitude of human action required. A key contribution of the framework is explicit consideration of how social networks relate to ecological structures and the particular environmental problem at hand. Of the seven configurations identified, three are linked to capacities conducive to adaptation and three to transformation, and one is hypothesized to be important for facilitating both processes. We discuss how our theoretical framework can be applied in practice by highlighting existing empirical examples from related environmental governance contexts. Further extension of our hypotheses, particularly as more data become available, can ultimately help guide the design of institutional arrangements to be more effective at dealing with change
